4th February 1930 the following letter has been sent today
Monday 17th February to the 5 shipping companies at Hong Kong
Begins. (1) I note that you are now recommending formation
of a separate force for the purpose of anti piracy guard
which you desire to be under the supervision of the military
authorities and that you consider that this force should be
puid for by the Imperial Government and by the Colonial
uthorities who should recoup themselves by increased shipping
-dues. (11) My personal view is that although the force which
you suggest should be raised would if formed be suitable for
its purpose, it will be impossible for financial reasons to
create it. I am also of opinion that the police are the proper
authorities to administer a force which is for the use ofr
private companies. Nevertheless in accordance with your request I have telegraphed your recommendations to Admiralty. (iii)
The situation is that after careful consideration the home
government have definitely decided that at the end of March
1930 the Shipping Companies are to reassume the full responsibility for the internal protection of their ships against piracy. My orders to this effect ure explicit and you will therefore realise that, in the absence of some definite indication that your (?) scheme has been commenced and will be carried through, or unless you have taken other steps to assume this responsibility, it is impossible for me
to suggest to the Admiralty the continuance temporarily of the present system of Military Guards. (iv) I regret I am
